Description
1. Remove the column Traffic Station from the tlSeasonalFac table and also do the respective changes in the service crud and ui.
2. changed the Traffic Year to Survey Year, change this to dropdown and get survey years list here.
2. Validate all the columns, they are mandatory (show red * mark) while add and edit.

change the datatype of trafficyear column from int to nvarchar(20) in the tlSeasonalFac table and do the respective changes in service CRUD and UI code
